Large Tabby Male Cat found in WA4

There is a large friendly tabby male with a white chest living in my garden. He has been here for 4 days , not chipped, neutered and he has a lot to say. I have contacted all local vets, cats protection, RSPCA, Warrington animal welfare all with no luck.
