Purrs has been very inactive for quite a while, so admin may only check in infrequently - hopefully a mass migration from here will bring it to life again I did notice when I checked it out no recent posts that I could see. Those look very similar to a short haired cat's mats. Do you brush him? If you brush or stroke him firmly, do those areas give up a lot of loose hair and a little dandruff? It could just be something as simple as a hemorrhoid.
Hard to say in a 17 yr old cat.

Agree with others that have said I'd not do further workup unless it worsens and/or your cat becomes symptomatic.
