All my cats had small black bits around their mouth not much bigger than grains of rock salt; sounds just like what your describing. It was a bacterial infection caught commonly from rabbits I'm told. The simplest cure which I used was to buy some 'Hibiscrub' from your local chemist (human). Apply ...
