Just an after thought to my previous post try asking local vets for contacts of local rescues including local RSPCA and cotactimg them yourself explaining the situation you may have some luck that way

The RSPCA have no right of entry and can not remove animals without the police and a vet who have to judge the animals to be at risk due to poor care and/or living conditions the best course of action is to befriend such people maybe take some cat food say your cats gone off it gain the persons trus...

I would say just give them more time its a massive change for both of them what I would do though is give your newbie safe time where you separate the two for a few hours a day preferably when your home so she can bond with you and her new environment without harassment then hopefully gain more conf...

Firstly I would say give the RSPCA a break as a rescuer of over 30 years no not RSPCA its very very hard the vet they use will probably check an animal over and give an opinion on essential medical treatment needed and ideal world treatment needed that opinion may differ to that of your own vet the ...
