All kittens don't have worms at birth, they get them from mums that are not properly wormed (thats most of them) which is why fleaing and worming a pregnant cat is the most important thing you can do to give the kittens the best possible start.

There is absolutely no reason a neutered non aggressive healthy FIV positive cat should be indoor only. The likelihood of infection to another cat is almost nil. Well all I can say is I wish I lived in your area as we have over 70 kittens in my rescue, all other West Yorkshire rescues are in the same situation and I have over 50 kittens on a wait list living out in gardens or simply unwanted and then add to that the 1000's that will be destroyed by the RSPCA...
