Another option would be large pieces of vinyl, or plastic protection mats. Or even tile pieces of mdf with cheap tiles. Anything that is heavy enough to stay put and easy to clean, in fact.

There is a topical cream or gel, used for skin infections, but I have not read that it is absorbed enough to have any internal effect. I am not quite sure why you are so against surgery, especially as at that stage the tumours were probably benign and surgery would have prevented them progressing to malign. They certainly don't look much like either of the breeds stated, although could be 50%. Do they have pedigrees? Registered? Any proof of being pure bred? Nowt wrong with mixed up moggies, but the price seems steep if that is the case.

When Sophy, my papillon, was on strict crate rest I used a foam pad on a board when I needed to lift or carry her. Even a cushion or cat bed on a tray would work - it makes it possible to shift them ithout changing their position.
