Congratulations on your new kitty! Some horrible people dump cats or move away and leave them :( but sometimes cats jump into vans and end up very far from home. So please get him checked for a microchip if you haven't already.

A couple of possibilities:
- If it's a static water dispenser as opposed to a filtered water fountain, you need to change the water every day.
- Some cats don't like the taste of tap water, but will drink bottled still mineral water.

I think what you're describing might be damage from urine and doesn't wash away.

We disinfectant weekly with Safe 4 disinfectant (I like the clear version), leave it for 10 minutes and then rinse and dry.
