toilet training

Hi, I've recently got a kitten. I was told he was fully toilet trained , but whenever he goes to the toilet, he sits back down into his feces and steps in it. It gets stuck to his fur. Ive tried cleaning it from his fur, but he wont stay still long enough for me to clean it fully.

Can anyone please advise on how to deal with this.
