Polyps or undiagnosable?

Hey guys, so my cat started to show signs of vestibular disease, slow at first then full on falling over in March of 2021. Vet cleaned ears, saw inflammation and fluid but saw no polyps and said it might be a small polyps behind ear drum. They gave me steroids for her, she was great for a week and then 2 days off it she got really bad again. Gave her steroids again for a month and then about two days before I was supposed to taper down the meds she started falling over again almost as if she wasn’t responding to the medication as much. I still tapered down and gave her less and it just remained bad with her falling over again. Any thoughts on this? She’s going to another vet for a second opinion in a week. Meantime I’m trying to keep her comfortable and calm and even have been thinking of giving her cbd oil for cats
