Cat blackheads and sore lip??

I rescued a stray kitten who has been been given her flea medication and been wormed
I noticed recently that her bottom lip is losing fur and seems to have some scabbing or/and blistering, just a bit concerning as ive never encountered it before, online seems to say it can be cat acne but I’m more concerned about her bottom lip
It’s definitely not fleas as they don’t move and we have flead her multiple times,
Any ideas? Thanks
