Cat attacking neigbour's cat

Hi All
I have a 18mnth old British oriental called Neo. He is neutered and quite a spritely little fellow. Hard work but lovely. We live in a country village and I have 2 other cats. One is a 14yr old spayed female (Jezabell) and a 18th month of Neutered male Scottish fold (Cosmo). All is well in the house. Cosmo and Neo grew up together and are fine. Jezabell is Boss and does not hassle the boys. Neo screams like a girl if she looks at him
They all go outdoors. Jezabell has lived here 7yrs so is an old hand. Cosmo ventures into the garden and not much more. Neo is everywhere. The first week he bothered some grey hounds and almost got his tail bitten off. His tail has healed now and he has full access to outside. i believe he has investigated every car, person and garden in the village.
Today my neighbour visisted me and told me that Neo 'attacked' her 8yr old female cat. So viciously that she had to pry him off her. The cat has a nasty abscess and has been to the vets to be sedated to sort it out. She tells me Sparky is afraid to go into her own garden because of Neo and that Neo patrolls the front of their house.
I do not really know what to do or how to kurb this behaviour. This cat has grown up with oher cats and has never attacked anything
I have him locked in now as I am afraid he is causing havoc but this is not really fair on Jezabell and really I'd not really like to have to lck him away all the time. He belongs to a friend who will be moving in and both of us as shocked to even imagine him attacking another cat. He is a bit of a tool, very unathletic and frankly has what we call Feline ADHD

This is obviously territory issue, I can only think of two suggestions that might help. Cat proof your garden so Neo and Jezzabel can still go out in the garden but no further, is that possible? If it isn't perhaps you and your neighbour could come up with a rota of when Neo and Sparky can both enjoy outdoor time without encountering each other. Perhaps you could also offer to cover the cost of Sparky's recent vet visit (or flowers and wine) by way of an apology and to keep your neighbour on side.

I don't have any experience but I believe Orientals can be very intelligent which can come across as being rather 'full on' as they needs lots and lots of stimulation.
Perhaps contact one of the Oriental breeding clubs to see if they have any advice on his behaviour and how best to stimulate him? He's still fairly young and you may be able to train him to get the best out of his behaviour?

Cat proofing is an idea BUT it means Jezabell is confined too. She has lived here 6yrs and never been confined to just the garden. I know she's be mad abt not being allowed further afield. I also think there has been a degree of exaggeration around the village. I have no doubt he attacked Sparky and I am quite appalled by this but someone is saying he is terrorising another cat too and attacked her. Apparently they had to pour a buckt of water on him to gt him to stop. Well, the cat in question, is a naughty one. She has woken meup on many nights fighting outside in the street (not with Neo) and Neo is a very small cat so I highly doubt he crossed her. When I spoke to her owner she said they had a 'spat' and half a cup of water was lobbed at him....hardly a bucket!!! or an implication that he is some wild killer.
Scheduling outside time is a great idea but I work during the day. Neo has grown up with cats and has never hurt a fly. Im really surprised by this behavior and another neighbour said she has seen him often with other cats around him and there is no issues she has seen.
I wonder if this thing with Sparky is an isolated incident?
In addition he returned home over the weekend full of bites, scrtaches and cuts. I am watching carefull but i think he might get an abscess on his head. could he have just been defending?
Certainly will visit Sparky tho and have gifts for her. I do not really have an issue if her owner sprays Neo with water. But I will be clearing up the exaggerated part of the story. This cat is by no means a vicious lunatic
If anything he is a bit of a tool and yes, he is very boisterous, curious and just abt wishes to make friends with anything that moves........including objects that do not move

Good idea. Yes, he is very FULL ON. He requires that all people, objects and items in his world are friends with him. He is so friendly it borders on harrassment of things and people. Everything to him is AWESOME. He constanly chats and will run around until he falls down from tiredness. He is really a dog in a very small cat body. He does not understand personal space and just expects everyone to see the world how he does......like "OMG that is so cool, I must examine it now!" The difficulty with him is his obsessiveness means that it is very difficult to deter him from something. If he sees something he will examine..u can say no 100times, spray him or remove him and he becomes obsessed with doing exactly what your trying o stop him from doing.
He is definately a cat lovers cat. He is pretty high Maintenance just because his personality is so huge
But as much as that is true I think he is GREAT and I have a lot of affection for him. He has definately won me over

Whilst Neo might be a friendly boy if Sparky was on the defensive because he was in her territory he may well have lashed out in self defence, which Sparky's owner could have witnessed and taken as Neo attacking Sparky, a natural cat reaction as Sparky didn't know Neo was a friendly boy.... You just don't know.
