Aggressive Neighbor Cat

My neighbor adopted a half bengal cat about two years ago and a couple months into him being here he has been causing a lot of problems with the whole neighborhood. His previous family surrendered him because they were living in a van 6mo of the year and then living on a boat for the other 6mo. They didn’t think this lifestyle was fit for a cat so they wanted him to go to a better home. Now that he’s here, he is outside for most of the day, every day.

My household has three indoor cats who sit in the windows all day observing the outdoors. The neighbors cat has decided that this is unacceptable and tries to break into our home at least once a week. Recently he has taken to sitting on our front steps yowling at our cats through the windows and doors. He will jump at the windows and rip flower boxes off the side of the house. I try to get him away from the house but he is very aggressive with anyone who comes near and will lunge, hiss, swipe, and scratch if given the opportunity. The last time he was at our door I went out with a spray bottle full of water to ward him off. All this got me was stuck in a standoff with him for every time I turned my back he would charge at me. He will sit on the steps yowling for hours at a time even when I block my own cats from the windows and even pulling the shades so he can’t see in. In the past two days he has been at our door with this behavior three times all for hours at a time. I have talked to his owner about this behavior but she doesn’t know what to do and seems to think putting him down is the only option, but I don’t think he deserves that. She says he terrorizes her in her own home, and he misses his old family but she doesn’t do any training with him at all.

Bengal cats are a hybrid between a regular cat and an Asian leopard cat.

As a result of that they are a little larger than a regular cat, more 'wild' and need lots of exercise and stimulus and may be quite challenging.

I presume you are in the USA. In the United States, legal restrictions regarding owning one may be in place in some cities and states. depending on how far away (in generations) the cat is from the original Asian leopard cat.
This is called the F number. F1 is the first breeding with the wild cat and every subsequent breeding that F number goes up 1 (eg F1, F2, F3, F4, etc)
So I would be inclined to think he is not exactly "half bengal" as you describe, it's just he is one further breeding on the F scale.

If he is not already neutered (fixed) it would be a very good idea to get him done as that will probably calm him down as I guess he's trying to enlarge his territory and looking to breed with other cats. He can doubtless smell your cats. Are they 'fixed' ? If not I suggest you should consider it as fixed cats of both sexes live longer if they are.
