Cat over grooming other cat

So I have two 4 month old kittens. They aren't litter mates but they were adopted at the same time. The female kitten keeps obsessively licking at the base of the tail of the male kitten to the point he has developed a bald spot and his poor tail is constantly wet. She grooms herself a lot as well but never saturates the fur like she does on him she just seems fastidious. She grooms other parts of him too ( head, ears and legs) but not excessively. And I have never seen her suck on it at all just lick at it. He never really bites or growls at her when she does it or seems to care except sometimes it seems it might be a bit tender. Any tips to get this behavior to stop? Every once in awhile it will stay dry for a day or two and then she is back at it. I'm hesitant to put cayenne/hot sauce on it since I don't want to punish him too when he isn't the one over grooming it. Thanks!
