cat inheat after spay

hello my cat was spayed apporx two months ago 6months. since then in middle or each month (when she was usually in heat) she is showing signs of being in heat. i mentioned this to the vet after first month- that she was insanely affectionate, rubbing face in my face, ragging around the room, more vocal. the vet kind of dismissed it and said its very rare. yet its happening again in the 2nd month since spay, like clockwork same time in the middle of the month.
i would like to take her to the vet but i am kind of frustrated, that should this be the case and there were something not fully removed, do i need to pay for this...spay is not covered on my insurance so i imagine i wont be able to claim back, but surely the suregery would cover if they have done half a job..
