Cat periodontal disease: 1-TDC or extraction?

My 4 year old boy Eiffel had gingivitis for a while and last year the vet told us he needed scaling and extraction. He had been having difficulty eating so we decided to go for it. He got the procedure done in November with two teeth removed. His breath improved immediately, he started eating everything including dry food, no more drooling. However a few weeks later when i checked his teeth, his gums were inflamed again.

Today I took him back to the vet and they told us all except two of his teeth were affected and need to be removed within a few months or whenever he starts feeling discomfort. The only other effective option they suggested was 1-TDC, which here in India is quite expensive.
So here I am, looking for advice. Is TDC genuinely effective in treating such cases? Or do I accept the situation for what it is and wait for him to lose his teeth?
