Stomatitis

I am fostering a male, neutered. He seems to get acute stomatitis nearly a week after a visit to the vet for steroid shot. This has happened three times. Is this "normal " for a fiv+ cat about nine years old? He stops eating then cries because he is hungry. Breaks my heart.
