Cat on heat camping out in my garden!

My neighbours cat is on heat and has spent the last 2 days camping out in my garden making a hell of a racket and stressing out my neutered male as well as myself.
Is there anything I can do to deter it?
I’ve taken it back to its owners but as it hates being inside they can’t (or won’t) keep it in. So it keeps coming back to me
They have numerous cats and spaying isn’t on there list of priorities
Any suggestions would be gratefully received before Smudge and I go mad
