What makes you think he/she is being mistreated?

well, as you can clearly see, it has a rope attached to it, and it occasionally falls off the wall and hangs by its neck until someone saves it which could be hours, also it was trying really hard to climb on me and get away and meowed at me allot, but that might be because its friendly

1) It has a lead on, leads are very popular for walking cats. It is not a rope.

2) Climbing on someone and meowing does not mean that it is trying to get away, cats do that often to great someone. Generally when a cat is being mistreated, they will become very unfriendly and will start to hide and attack anyone that comes near.

3) Also, if it has hung by its neck for "hours" it would be dead by now.

4) The cat in the photo looks very well fed and looked after. Not mistreated at all.

More than likely is will be a British Shorthair which is a moggie, looks like it is fawn in colour, quite a rare colour.

I would agree with kitty witty on both points.
