Training a cat to use cat flap

Hi All,
I have two cats - Scampi and Aslan. I've had Scampi since he was 5 months old and he's a confident little 2 year old now who absolutely loves exploring outside. I've got a cat flap that goes through the wall of the house (rather than through the door/window). Scampi has figured it out and it's not an issue for him at all, he goes in and out of it without any problem.
Aslan is a different story! He is about 6 now, I got him when he was 5 and he hadn't really had any proper care or a nice, loving home (he was rescued from someone's back garden where he and his brother had been living for a year as the family had moved away and left them). He is an absolute sweetie and such a softie. But he has very little confidence. He has become so much better, and now loves going outside and exploring with Scampi. But he refuses to use the cat flap. He watches Scampi go in and out, and has had a good few sniffs, but wants nothing else to do with it. It's fine whilst the weather is ok, as I can have the back door open, but this is going to be an issue during the winter! I've tried using treats, but he is perhaps one of the few cats that doesn't like treats - unless the food is in his food bowl, he's not interested. I've tried closing the door on him outside and encouraging him to come through, but he'd much rather sit at the back door getting wet than coming through! He looks like a big cat as he's very fluffy but he's not actually that big (certainly bigger than Scampi!), he just won't use it.
That would not be a problem, except he's discovered he really does like exploring outside, and goes stir crazy at night as he obviously has to be locked in the house. It would therefore be lovely if he could learn to use the cat flap and come and go as he pleases, but I'm out of ideas as to how to encourage him to even try it. Does anyone have any words of wisdom?
