I think you need to get them checked by a vet it might be they are a bit young and need help eating, plus would be good to get them flea/worm treated as they were found outside. If you are struggling to get a vet app, might be worth ringing some of the local rescues, while they might not be medically trained, they will likely have enough experience to advise.
