found my lost cat but i cant catch or attract it

Hi everyone, I need your help please.
my cat jumped from my first floor balcony into the apartment beneath me, and they are the owners of the building and im not supposed to have a cat inside.
anyways the cat has been hiding or 2 hours and when i found him i tried attracting him with his favorite treats and it worked until i catched him he ran away the same moment to where he was hiding
any advice how can i attract him again he doesnt respond to the sound of the treat bag anymore and i cant access the garden of the house he is hiding in
