Kitty with diarrhea

I rescued my kitty almost three years ago... OK so he's been not pooping in the litter box.... And today I looked under his tail and he has missing hair and it looks like it's raw..... With poop on him.... I've been trying to get it cleaned off since I noticed....... Idk what I need to do.... The vet right now isn't an option until we get paid again..... Anything I can do that won't cost me an arm and a leg?
