I have one cat that has this problem.
He was a farm kitten that his mother never taught him litterbox. Just pick a spot and go as you walk.
The best thing I did besides changing to all types of litters is using a cardboard box put his used newspapers in it with only three sides to it. So he can walk into it.
He goes on newspapers. Best thing I could do so far.
These boxes are the new stage. Once he gets the box thing maybe, just maybe he will get the litterbox.
BTW, his two brothers go in a litterbox with no problem.
he is just pshyco.

That sounds a good strategy, Jill. It will be interesting to see how he progresses. Was he the little runt (bless) of the litter?

Have you tried having soil in the litter tray as he was a farm cat it may feel more natural to him. If he takes to that you could then start mixing in litter.
